Ideally height for those sizes are:
XXS – 39in
XS – 43in
S – 47in
Because both of your daughters are in between XXS, XS and XS, S, we usually suggest our customers to go with bigger size on junior suits so they can use longer.
I would suggest you get XS for 4 years old and S for 6 years old. However it might be a little bit loose on her.

I have a daughter with Special Needs and I am trying to determine if the Junior Large would fit her? She is about 72 lbs and I think is closer to 32 in chest but probably 30 in hips. It is hard to get an accurate height but she isn't over 4'5". Would we do better trying an adult size or will the junior large work? If we get it and it doesn't work- can we return and get our money back?

This junior suit have little of neoprene on the front, most neoprene products have only little buoyancy and it wouldn't affect much. This suit is definitely a good fit for pool, just make sure you follow the size chart and find the best fits for your daughter.
