Weight: 260-280
Height: 6'3"-6'5"
Chest: 48/50
Waist: 42-44
Hip: 48-50
It may be slightly tighter for you, but this would be the best choice.

I am asking about this suit for two people, myself and a friend. I am a female and have a short suit that is a men's small and fits very well. I want to know if a men's small will work for me in this suit or if I should get a women's size. I am 5'7", 136lbs, Waist 28", Hips 35", Chest 36". I am muscular, broad and large boned.
My friend Tom is 5'9" Chest 42", Hips 39", Waist 36" and 175 lbs. Stange though, he wears a size 32 in jeans.
We work out in an outdoor pool. It is an aqua jogging work out with buoyancy belt and water weights etc. Range of motion is important for our exercise routine. So wondering if this is actually the best type of suit for our activity. Also, temps down to mid 30's -mid 40's and we will be in an outdoor pool.

According to you info, i would recommend a S or M for you. A S will be skin tight, and a M will be a bit loose.
For your friend, i would say a L or XL, L for skin tight ( which might be very tight around the waist ) XL will be a bit loose on the hip .
So depending on your personal reference and the workout activities you will be doing. Skin tight might restrict your movement a bit, and loose fit will allow the water get in and out easier which might make you a bit cold.

We would recommend a M in this wetsuit. Unfortunately, this is the only suit of its kind in this color that we offer; we do have a green 1-piece camouflage wetsuit, but it is 3mm. And, we carry a heavy-duty brown abstract camouflage 5.5oz Spandex two-piece rash guard suit from Tilos.

The suit you are interested in is a closed cell neoprene, which is the most commonly used for diving suits.
Water does not pass through the material, and the smooth skin membrane used on the inside limits water travel, and is also
great for stretch and to prevent chafing, skin rash and is simple to maintain.
The 5mm suit you reference, however, is too thick for 18 celcius; you would be better off with a 3mm like this one if you are interested
in camo:
